Branches should always be derived from fully tested and tagged stable commits (baseline). If errors then occur in the derived branch, the question of guilt is quickly clarified. It's your fault! Deriving from the master branch leads to unstable code because the master branch itself is unstable and may contain errors.
Therefore, the rule of thumb is: Always derive branches from tagged stable commits and not from the master branch.
