A ‘Portable Secret’ is an HTML file that contains (1) an encrypted payload and (2) some Javascript that calls into the browser’s Web Cryptography APIs.
Any (reasonably modern) web browser can open the file, even without an internet connection! If one knows the password, one can recover the secret within.
