You ever consider... "start with an agile team... then scale" maybe kinda like... "start by using a hammer... then house”...
Like maybe understanding "teaming” isn't the only problem?
Maybe useful to expand your definition of “user” in User Experience... from “consumer” to “any agent that interacts with my system”
