Shouldn’t the goal also be to prevent spread among children and other vulnerable groups who are not eligible or cannot receive vaccines and treatments?”

Yes it should but the majority of people don't seem to care that much. Maybe they will in the future if/when the consequences of repeated infection become more apparent.
