I am pretty sure Trump didn't write it because it's not about Donald Trump, and "abolition" has too many syllables for him to just drop in to a speech. It's not a Trumpian word. He presented a list of social progress that was not historically in order (and perhaps not wholly accurate) and just dropped a high-falutin' grandiloquism for some reason.
It is possible that he really does think abolishing civil rights will make things better, and abolishing women's right to vote will make things better, and those are definitely autocratic thoughts so Trump would subscribe to them readily. I just don't see them in that part of the speech.
Of course, he also said bigotry in adoption was okay. I'm not giving him a pass on that.
