the answer to many of the questions about harassment is "rely on your instance admin" - but right now, visibility on how to pick an instance is so low, you could very easily not know:

- who your admin is
- what the CoC for your instance is
- how soon can you expect a response

@benhamill I think it might be worth being able to view an instance (why isn't it just called a "server"?) with suspicion.

I mark a person with a raised eyebrow. My instance notes the raised eyebrows I've put on people from that instance, as well as total raised eyebrows. Eventually, everyone from that instance starts life with a raised eyebrow, and I get to set the number of raised eyebrows I want to see in my client.

@benhamill Gaming it for evil might mean making lots of accounts just to raise eyebrows at someone/an instance. As usual, it comes down to the "whose opinion is credible?" question.

@JoshuaACNewman Yeah. This is similar to another "reports should federated" idea I've seen. I sort of like it. You could combine the raised eyebrows into the consideration of another instance's raised eyebrows... So that some shitty instance that supports harassment and sock puppets doesn't get too control reputation. IDK. This kind of thing is hard. Reputation systems are hard to design such that they can't be gamed.

I suspect the solution to the issues with reputation systems is akin to encryption and signing. I just don't have a theoretical picture of it yet. @benhamill

@JoshuaACNewman Signing as in public/private key encryption? And key signing parties? Or maybe at least something like keyboard to establish consistent identities over time... but that might punish people who have legit reasons to be obscuring their identity.

That's a risk. But you can have multiple identities; the important part is that it confirms that you're a person with a history, and not a bot or someone impersonating you. @benhamill
