When the Merlin (pigeon hawk) glides by, the covey becomes a quiver of quail.
Experiencing a "flurry of followers" on one of my accounts. I'm feeling a bit overwhelmed.
Reading Lois McMaster Bujold's "Penric's Demon" introduced me to a "festival of fleas" and made me also consider a "feast of fleas".
The little brown birds with the dark hood make me think of a humility of juncos.

I like your jumble of juncos and huddle of houses. Both excellent images.
On a picnic you might see a column of ants approaching your blanket, but if you step on their hill you'll see an agitation of ants.
I have experienced a fury of wasps after disturbing their nest.
Knowing how raucous they are, I present you with a squabble of seagulls.
Though volume measures probably should not be applied to a group of birds, hearing a homonym pun in the word while watching their behavior, I also imagine a peck of penguins.
While cruising the nightclub district I drove past a stretch of limousines.
